What Does DSO Require?
Developmental Services Ontario is the access point for Ontario’s Ministry-funded adult developmental services. To confirm a developmental disability, DSO states that psychological documentation must address three areas:
- cognitive functioning
- adaptive functioning
- age of onset
The psychological assessment or report must be completed by a psychologist or psychological associate.
This means that an academic or psychoeducational assessment that does not contain sufficient information about adaptive functioning may not provide all of the information required for DSO eligibility review.

Cognitive Functioning
Cognitive assessment looks at abilities involved in areas such as:
- reasoning
- problem solving
- planning
- judgment
- learning and understanding information
DSO describes cognitive functioning as the ability to reason, organize, plan, make judgments, and understand consequences.
Adaptive Functioning
Knowing what someone can do on a cognitive test is only part of the picture. Adaptive functioning looks at how a person manages the demands of everyday life. DSO identifies adaptive functioning across areas including:
Conceptual skills
- communication
- reading and writing
- math
- understanding and managing money
Social skills
- interacting with others
- understanding social situations
- relationships and social judgment
Practical skills
- personal care
- routines
- transportation
- work-related skills
- health and safety
- everyday independence
These are specifically among the domains DSO considers when determining developmental disability eligibility.
Assessment battery
What Testing May Be Included?
The exact assessment battery is determined by the psychologist based on the individual and the purpose of the assessment. Depending on clinical need, assessment may include:
- standardized cognitive testing
- developmental and clinical history
- review of previous psychological, school, or medical documentation
- interviews with the individual and/or caregiver
- adaptive functioning measures such as the ABAS-3 and/or Vineland-3
- assessment of conceptual, social, and practical functioning
- consideration of age-of-onset information
- written psychological report
- feedback session

Families of youth approaching adulthood who want to understand what documentation may be needed. DSO allows people to begin connecting with the application system before age 18, while access to adult developmental services is based on adult eligibility requirements.

If developmental disability has been suspected or documented elsewhere but a formal psychological assessment is not available.

Why Is Adaptive Functioning Important for DSO?
A diagnosis or IQ score alone does not necessarily provide the complete information required for DSO eligibility.
Ontario’s eligibility framework considers significant limitations in both cognitive and adaptive functioning, as determined through psychological documentation.
That is why this assessment looks beyond academic performance and considers how the individual functions in everyday environments.

Already Have a Psychoeducational Assessment?
You may not necessarily need to start over.
If you already have psychological or psychoeducational documentation, bring it with you. The psychologist can review relevant records and determine what additional information or assessment may be clinically necessary.
DSO itself advises people who do not have sufficient psychological documentation to contact their local DSO to discuss available options, which may include privately obtaining an assessment or exploring a ministry-funded assessment pathway.

What Happens After the Assessment?
Your assessment process may include:
1. Intake
We learn why the assessment is being requested and review available documentation.
2. Assessment Planning
The psychologist determines the appropriate cognitive, adaptive, and other measures.
3. Testing & Information Gathering
Testing, interviews, questionnaires, and record review are completed as appropriate.
4. Clinical Interpretation
Results are reviewed together to understand cognitive and adaptive functioning.
5. Feedback
You receive an explanation of the findings and recommendations.
6. Psychological Report
A written report documents the assessment findings and relevant clinical conclusions.
The assessment provides psychological information that may be submitted as part of the DSO process. The Insight Clinic does not determine DSO eligibility or guarantee access to DSO, Passport, or other government-funded programs. Eligibility decisions are made through the applicable government program.
